  • Step 1: Visit official website: Sewa Setu .
  • Step 2: Click Login / Register
    • Select Citizen Registration
    • Choose New User .

How to Apply for a Service on Sewa Setu Portal

  • Step 1: Visit official website: Sewa Setu .
  • Step 2: Click Login / Register
    • Select Citizen Registration
    • Enter your registered mobile number / email ID and password

  • Step 3: Click the Apply Online
    • Search scheme/service and select scheme/service you want to apply for.
    • Carefully read the Requirements section →Click on the Apply button

  • Step 4: Fill Application Form
    • Fill in the application form with correct details
    • Upload the required supporting documents as specified
  • Step 5: Final Submission and Payment
    • Submit the completed application form
    • Pay the requisite fee, if applicable
  • Step 6: Acknowledgement and Reference Number
  • Step 7: Application Status Updates
    • The applicant receives SMS and Email alerts
  • Step 8: Download Certificate / Scheme Output
    • After successful completion of the service/scheme (e.g., Anundoram Borooah Cash Award Scheme -ARBAS)

File an Appeal on Sewa Setu Portal

The applicant can file an appeal in two instances given below:

  •  If the Applicant does not receive the service within the stipulated time and is not even informed about the reason for delay.
  • An applicant whose application has been rejected by the designated officer

First Appeal

An Appeal is filed on the Sewa Setu / ARTPS Portal when a citizen is not satisfied with the outcome of a RTPS (time-bound service) or service is denied or rejected

  1. Offline: By submitting the appeal directly to the First Appellate Authority (FAA)
  2. Online: Through the Sewa Setu Portal

Procedure to File an First Appeal Through the Sewa Setu Portal

If the applicant did not selected the auto-appeal option while applying for the service, the appeal can be raised manually by following the steps below:

  • Step 1: Visit official website: Sewa Setu .
  • Step 2: Click Login / Register
    • Select Citizen Registration
      Enter Your Details
    • Enter your registered mobile number / email ID and password
  • Step 3: Go to Your Appeal
    • Open My Applications / Applied Services.
    • Select the service application for which the service was delayed or rejected

  • Step 4: Click “Raise an Appeal”
    • Against the selected application, click on “Raise an Appeal”
  • Step 5: Fill Appeal Details:
    • Select the reason for appeal (delay / rejection / incorrect service)→Enter a brief explanation of your issue→Upload supporting documents, if required

  • Step 6: Submit the Appeal.

Second Appeal

If you are not satisfied with the decision of the First Appellate Authority (FAA)

  1. Offline: By submitting the appeal directly to the Second Appellate Authority (SAA)
  2. Online: Through the Sewa Setu Portal
  • If First Appellate Authority (FAA) does not act within 30 days or does not resolve the appeal within 45 days, then the appeal is automatically escalated to the Second Appeal level.

Third Appeal

If you are not satisfied with the decision of the Second Appellate Authority (SAA)

  • If the Second Appellate Authority does not take action within 60 days or if the appeal is not resolved within 75 days, then appeal is automatically escalated to the Third Appeal level Assam State Commission for Right to Public Services (ASCRTPS) .

Procedure to Register a Complaint on Sewa Setu Portal

  • Step 1: Visit the Sewa Setu Portal .
  • Step 2: Click on the Lodge a Grievance Now option to register a complaint.

  • Step 3: Enter the basic information in the grievance form:
    • Enter Applicant Details: Full Name, Mobile Number, Email ID (if available), Address.

    • Enter Complaint Details: Select Category or Department, Describe the Complaint.
    • Upload Supporting Documents (Optional): Attach files (PDF/JPG) that support your complaint if the form allows it.
  • Step 4: Declaration and Submit
    • Read the declaration at the end of the form: Tick the declaration/check box
    • Click Submit to register the complaint

How to Track Services, Grievances, and Appeals on Sewa Setu

  • Step 1: Visit the Sewa Setu Portal .
  • Step 2: Go to Track Section
    • Select one of Services, Grievances, and Appeals.
  • Step 3: Enter Application Reference Number and click on Track button
