Unethical practices in Annual General Transfer (AGT) of Inspectors in CGST & C. Excise, Nagpur Zone
All officers of CGST & Central Excise are transferred on annual basis from one place of posting to another place of posting under AGT policy. Every year there are a few cases wherein some officers are transferred or retained at their current place of posting by overlooking the AGT policy due to some administrative reasons.
Even so, a unique case has come into light this year when an officer (Shri Deepraj Patil) has been transferred multiple times only to retain him in Anti-Evasion Branch, Nagpur-I Commissionerate. The list of his transfers is: -
• Shri Deepraj Patil was posted in Anti-Evasion Branch (a sensitive posting), Nagpur-I Commissionerate during last financial year.
• Vide an Establishment Order No. 16 issued this year by the Assistant Commissioner (CCO [Chief Commissioner Office]), Shri Deepraj Patil was transferred from Nagpur-I Commissionerate to outstation posting of Nagpur-II Commissionerate.
• The said Establishment Order was revised vide an Establishment Order No. 18 issued by the Assistant Commissioner (CCO) and he was transferred from Nagpur-II outstation to Nagpur-I outstation.
• Vide an Establishment Order No. 07 issued by the Assistant Commissioner (P&V), Nagpur-I Commissionerate, he was transferred from Anti-Evasion, Nagpur-I Commissionerate to Division Hingna, Nagpur-I Commissionerate.
• Vide an Order dated 25 July issued under F.No.II(3)01/AGT/SupdtInsp/2025/ET-I/NGP-I by the Assistant Commissioner (P&V), Nagpur-I Commissionerate, he was given additional charge of Anti-Evasion, Nagpur-I Commissionerate. This order violated the outstation policy as he was given additional charge of HQ along with main charge of outstation. This Order also violated sensitive-non-sensitive policy, as he was given sensitive posting as additional charge along with non-sensitive posting as main charge.
• Vide an Order dated 19 September issued by the Assistant Commissioner (P&V), Nagpur-I Commissionerate, he was relieved from his additional charge of Anti-Evasion.
• Vide an Order dated 25 September issued under F.No. IV(16)439/AE/NGP-I/2024/ by the Deputy Commissioner (Anti-Evasion), he has again been given the additional charge of Anti-Evasion, Nagpur-I Commissionerate violating again both outstation and sentitive-non-sensitive policies.
This whole process appears to be a result of a nexus between some higher Group-A officers and some influential group-B officers to benefit each other.
