how true caller assigned a name against a mobile number

Hi,

I want to know how Truecaller assigned a name against a mobile number, very recently some fraudulent transaction happened with me and when i check the name of the person from where i got the call from the accused, i saw it was coming "Help Desk", however, the person name is something different(verified by the bank). It is really important to know how the name gets assign against any phone number, please reply.
