शिकायत प्रक्रिया

National Cyber Crime Reporting Portal पर शिकायत दर्ज करने से पहले सुनिश्चित करें कि घटना की तारीख, समय और संबंधित दस्तावेज़ तैयार हों।

शिकायत दर्ज करने के तरीके

साइबर अपराध के शिकार नागरिक निम्नलिखित माध्यमों से शिकायत दर्ज करा सकते हैं:

  • टोल-फ्री हेल्पलाइन: 1930 (24x7)
  • राष्ट्रीय पुलिस हेल्पलाइन: 112 (आपातकालीन स्थिति में)
  • वेब पोर्टल: cybercrime.gov.in
  • नोट: National Cyber Crime पर कोई अलग मोबाइल ऐप उपलब्ध नहीं है - शिकायत केवल वेब पोर्टल के माध्यम से दर्ज करें।

शिकायत की श्रेणियाँ

इस पोर्टल पर तीन प्रकार की साइबर शिकायतें दर्ज की जा सकती हैं:

  • महिला / बच्चों से संबंधित अपराध (Women/Children Related Crime) - इसमें दो विकल्प हैं:
    • Report Anonymously - पहचान गोपनीय रखते हुए शिकायत दर्ज करें
    • Register & Track - पंजीकरण कर शिकायत दर्ज करें और उसकी स्थिति ट्रैक करें
  • वित्तीय धोखाधड़ी (Financial Fraud) - UPI, बैंकिंग, निवेश, क्रेडिट/डेबिट कार्ड आदि से संबंधित धोखाधड़ी
  • अन्य साइबर अपराध (Other Cyber Crime) - हैकिंग, पहचान की चोरी, साइबरबुलिंग, सोशल मीडिया अपराध आदि

नोट: तीनों श्रेणियों में शिकायत दर्ज करने की प्रक्रिया लगभग समान है - लॉगिन, फॉर्म भरना, दस्तावेज़ अपलोड और सबमिट। नीचे दिए गए चरण Financial Fraud और Other Cyber Crime की Register & Track प्रक्रिया पर आधारित हैं, जो महिला/बच्चों से संबंधित Register & Track के लिए भी समान रूप से लागू होती है।

आवश्यक जानकारी एवं दस्तावेज़

शिकायत दर्ज करते समय निम्नलिखित जानकारी तैयार रखें:

  • घटना की तारीख और समय
  • घटना का विवरण - न्यूनतम 200 अक्षर; विशेष अक्षर जैसे #$@^*`~|! वर्जित हैं
  • राष्ट्रीय पहचान पत्र की सॉफ्ट कॉपी - Voter ID / Driving License / Passport / PAN / Aadhaar - JPEG/JPG/PNG, अधिकतम 5MB
  • वित्तीय धोखाधड़ी की स्थिति में: बैंक/वॉलेट/व्यापारी का नाम, 12-अंकीय Transaction ID/UTR नंबर, लेनदेन की तारीख, धोखाधड़ी की राशि
  • संदिग्ध साक्ष्य (यदि उपलब्ध हो) - प्रत्येक फ़ाइल अधिकतम 10MB
  • पंजीकृत ईमेल ID (Login ID के रूप में उपयोग होगी)
  • पंजीकृत मोबाइल नंबर - OTP सत्यापन के लिए अनिवार्य

शिकायत दर्ज करने की ऑनलाइन प्रक्रिया

  • National Cyber Crime Reporting Portal की आधिकारिक वेबसाइट पर जाएं। होमपेज पर तीन श्रेणियाँ दिखेंगी - Women/Children Related Crime, Financial Fraud और Other Cyber Crime। अपनी शिकायत की श्रेणी के अनुसार "Register a Complaint" (या Women/Children के लिए "Register & Track") बटन पर क्लिक करें।
    Step 1 - शिकायत श्रेणी चुनें
  • अगली स्क्रीन पर बाईं ओर Check List for Complainant दिखेगी - इसे ध्यान से पढ़ें। दाईं ओर Citizen Login फॉर्म में निम्नलिखित जानकारी भरें:
    • राज्य (State) चुनें।
    • Login ID दर्ज करें - अपनी ईमेल ID का उपयोग करें। यदि नए उपयोगकर्ता हैं तो यहीं से पहली बार पंजीकरण होगा।
    • मोबाइल नंबर दर्ज करें और "Send OTP" पर क्लिक करें।
    • प्राप्त OTP दर्ज करें (OTP की समय सीमा स्क्रीन पर दिखती है - "Resend OTP" का विकल्प भी उपलब्ध है)।
    • CAPTCHA कोड दर्ज करें।
    • "Submit" बटन पर क्लिक करें।
    Step 2 - Citizen Login और OTP सत्यापन
  • पहली बार लॉगिन करने पर User Profile Details फॉर्म खुलेगा। निम्नलिखित जानकारी भरें:
    • शीर्षक (Title) - Mr / Mrs / Dr / Shri / Smt / Prof / Miss चुनें।
    • पूरा नाम, मोबाइल नंबर, जन्म तिथि, लिंग और ईमेल ID दर्ज करें।
    • पिता/माता/पति-पत्नी का नाम दर्ज करें।
    • Present Address अनुभाग में: मकान नंबर, गली का नाम, कॉलोनी, गाँव/शहर, तहसील, देश, राज्य, जिला, थाना और पिन कोड भरें।
    • सभी जानकारी भरने के बाद "Save & Continue" बटन पर क्लिक करें।
    Step 3 - User Profile Details भरें
  • अगली स्क्रीन पर शिकायत फॉर्म खुलेगा जहाँ घटना का विवरण, संबंधित विभाग/श्रेणी, संदिग्ध जानकारी और साक्ष्य अपलोड करने होंगे। सभी जानकारी भरने के बाद Complainant/Victim Details की पुष्टि स्क्रीन दिखेगी। विवरण जाँचें - "I Agree" चेकबॉक्स पर टिक करें और "Confirm & Submit" बटन पर क्लिक करें।
    Step 4 - विवरण जाँचें और Confirm करें
  • सफलतापूर्वक जमा होने पर एक पुष्टि संदेश दिखेगा जिसमें Acknowledgement Number प्रदर्शित होगा।
    • यह नंबर ध्यान से नोट करें - भविष्य में शिकायत की स्थिति जानने के लिए अनिवार्य है।
    • एक ही अपराध के लिए दोबारा शिकायत दर्ज न करें।
    • "OK" बटन पर क्लिक करके आगे बढ़ें।
    Step 5 - Acknowledgement Number प्राप्त करें
  • शिकायत की स्थिति जानने के लिए पोर्टल पर "Track Your Complaint" विकल्प पर जाएं।
    • अपना Acknowledgement Number और पंजीकृत मोबाइल नंबर दर्ज करें।
    • OTP सत्यापन के बाद शिकायत की वर्तमान स्थिति स्क्रीन पर दिखाई देगी।

NOTE: यदि शिकायत साइबर अपराध से संबंधित नहीं है तो कृपया Centralized Public Grievance Redress And Monitoring System (CPGRAMS) Portal का उपयोग करें। वित्तीय धोखाधड़ी की स्थिति में जितनी जल्दी हो सके 1930 पर कॉल करें - तत्काल कार्रवाई से धनराशि वापस मिलने की संभावना अधिक होती है।

समाधान का समय और अपील प्रक्रिया

साइबर अपराध की जटिलता के आधार पर जाँच में समय लग सकता है - पोर्टल पर Acknowledgement Number से स्थिति ट्रैक करते रहें। शिकायत दर्ज होने के बाद संबंधित राज्य/केंद्र शासित प्रदेश की कानून प्रवर्तन एजेंसी FIR दर्ज कर कार्रवाई करती है। यदि पोर्टल पर शिकायत का समाधान असंतोषजनक हो तो Nodal Grievance Officer से संपर्क करें - प्रत्येक राज्य के लिए अलग अधिकारी नियुक्त हैं। यदि फिर भी संतुष्टि न मिले तो स्थानीय साइबर पुलिस थाने या उपभोक्ता मंच (Consumer Forum) का सहारा लें।
